The bureaucracy of Tyr didn’t care a great deal about the Warrens. It served an important role: it kept much of the poor, diseased, and hopeless all in one place. If they cleared out the warrens, these people would just spring up somewhere else, and perhaps be a nuisance.
“Just keep it from burning down,” the administrator told Captain Omorok when he was given his assignment. “We wouldn’t want there to be a big fire. It might spread to the Noble District.” the administrator didn’t need to add that he lived in the Noble District.
Don’t let it burn down. These people needed safety and security like everyone else, but the city just wanted to make sure they didn’t set fire to themselves and hurt someone else. So Omorok renamed his squad Fire Watch. They would do as they were told. And if they didn’t draw unnecessary attention from up high, perhaps they could do more to help these people.
